这次疫情总体上看，我们基层的管理是有效的，但是也暴露一些问题。我们的基层在处理一些问题上法制资源不足，很多手段都是我们临机性选择的，它的法制依托不足。比如说，我要用什么方式管理这个社区，怎么在法治轨道上管，而能够不侵犯居民的一些权力？我觉得可以利用这次疫情来补齐短板。

　　1、全面排查近14日内国内疫情中风险地区来沪返沪人员，对排查到的有关人员一律实施14天严格的社区健康管理（自抵沪之日起计算）。9月30日零时至10月6日24时抵沪的相关人员，免费实行1次新冠病毒核酸检测；10月7日零时至10月12日24时抵沪的相关人员，免费实行2次新冠病毒核酸检测。
